The president of the Central Delaware NAACP chapter reached out to an Eastern Shore town early last year attempting to dissuade them from hiring the former Dover officer who was captured on a police dash-cam kicking a subdued suspect in the face.
There were also reports that some of the town's 2,000 residents had concerns about hiring the former Dover cop.
Webster became a certified member of the Greensboro Police Department in April.
Nine months later, he was removed from street duty when Maryland State Police launched an investigation into the death of 19-year-old Anton Black, who was subdued by Webster and two off-duty officers.
